Syria publicly houses 12 well-established worldwide terrorists groups in its capital.

Syria occupies Lebanon which is used by the Iran backed well-known Hezbollah Terrorists, it gives aid, to lauch terrorist attacks and war on Israel for decades now.

In regards to "destabilizing" the middle-east Syria is the one to look at.
